William M. Elkin - Bio

Bill has over 32 years of police experience investigating traffic collisions and has been reconstructing motor vehicle collisions for more than 15 year. Those collisions involved pedestrians, bicycles, passenger cars, motorcycles, large trucks, buses, semi’s, atv’s and snowmobiles.

He has testified in court as an "expert witness" in several counties and states involving criminal and civil matters. He has provided expert opinions in plaintiff and defense cases and has faced cross examination from both sides. In addition to providing an expert opinion, he can provide accident scene and vehicle photography, scene diagraming, crush analysis, crash data retrieval (black box), lamp filament examination, and court room exhibits.

He is recognized and fully accredited as a Traffic Accident Reconstructionist by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR). This is a national organization that has established the standards and requirements necessary to maintain certification as a reconstructionist across the United States. He is certified in crash data retieval and analysis and has the ability to download that data from designated passenger class vehicles. In maintaining that accreditation and certifications, his education is ongoing.

As an attorney you need to know the answers to questions such as right-of-way, vehicular speeds, visibility, location on the roadway or last chance to avoid in accessing liability. There are times when these answers are simple and straight forward. There are also times when the answers are found by scene and vehicle examinations conducted by experts such as Bill. Occasions arise when only photographs exist of the scene and vehicles. In these cases, measurements may be obtained from photographs using computer analysis. Computer graphics and demonstrations can also be used to explain complex issues to help juries understand the dynamics of the collision.

Since 1990 Bill, as owner of Elkin Consulting, has been providing forensic accident reconstruction services to attorneys and the insurance industry throughout Minnesota and the surrounding states.
